State of Washington Phenol Free Law
The State of Washington is implementing a new law that eliminates all Phenols from Thermal Paper. Most notably, this includes BPS and BPA, but also the lesser-known Phenols as well.
This law will go into effect on January 1, 2026.
What does this mean?
- Any paper manufactured after January 1, 2026, that is shipping to the State of Washington will need to be fully phenol-free.
- The State of Washington has set up a program to assist with the costs incurred during this transition. Click Here for Link

- Currently, Phenol Free paper does cost more to manufacture. We are monitoring the supply chain and will be passing along savings as they occur.
